To ensure an effective nuclear security regime, the Government and its authorized agencies must build up and constantly improve its capabilities to prevent theft, sabotage, illicit trafficking in nuclear and other radioactive material, and other acts involving nuclear and radioactive material and the related facilities that pose danger to the society, to detect such material at the state border and in the country, to respond to nuclear security incidents, and to perform physical protection of nuclear security facilities.

NSCOE contributes to the development and improvement of such capabilities. It provides support to the development of human resources for interested authorities, transfers knowledge, international best practice and advanced methodologies for staff training and implementing nuclear security functions, participates in assessment of interagency interoperability and coordination, identifies and pursues improvement opportunities.
