There are two main groups of the instruments to prevent and deter a potential adversary from the commitment of the action that may cause a nuclear security incident, thus reducing the risk that such incident happens.

  1. Legal measures

Due to potential exceptional severe consequences of the nuclear security incidents, Lithuanian Criminal Code and Administrative offences Code impose legal liability to those individuals and groups actions involving theft, smuggling, proliferation, and malevolent use of nuclear and other radioactive materials, as well as actions against nuclear infrastructure and sabotage.

  1. Special protective installations – barriers, fences and other technical obstacles as well as visible warning signs that should deter from any illicit steps.
